In 1915, San Diego hired a “rain maker” named Charles Hatfield who used a secret chemical mixture to “attract rain.” His fee: $10,000 — payable only if he actually filled the city’s reservoir.
It worked. Torrential rains flooded San Diego for most of January, destroying bridges, dams, and causing 20 deaths. The city refused to pay, and Hatfield sued — but the courts ruled he wasn’t entitled to payment since the rain was an “act of God.”
